The geographic boundaries of the Enterprise Community consists of a combined total of 1000 square miles, in Beadle and Spink counties in South Dakota. This includes the towns of Cavour, Doland, Frankfort, Hitchcock, Iroquois, Tulare and Yale.

Purpose and Guidelines

"BASEC will utilize a range of programs and initiatives to promote and support rural development in the BASEC area. Some of these activities will involve making loans.  Others will be limited to assisting in mobilizing program resources." 

Loan Guidelines

  • An applicant may not have more than one other outstanding BASEC loan.

  • Maximum loan amount from BASEC is $150,000 at 5% interest.  The terms of the note will be negotiable depending  on the project.

  • Applicants may live outside the BASEC area but the project must be located within the BASEC boundaries.

 

Exception:  Funding will be considered if the rural development project serves the majority of BASEC residents.

Exception:  Funding will be considered if the applicant is from the BASEC boundaries and wants to place the project in the portion of Iroquois (Kingsbury County) that is not included in BASEC.    

BASEC’s Rural Development Program is a fairly broad category from which many different community type projects can qualify.

 

Tourism / Recreation Projects    

  BASEC will support studies and business development efforts relating to the creation of  tourism/recreation ventures in the BASEC area.

 

Environmental Quality Projects

BASEC may make or guarantee loans and will engage in resource mobilization efforts relating to development of improving a variety of infrastructure needs such as ensuring sanitary sewer and drainage systems.

 

Healthcare, Fire Protection and Emergency Services Programs

BASEC may make loan funds and or may engage in resource mobilization to purchase ambulances, health care equipment, fire halls, fire trucks and other related projects.

Adult Education Projects

BASEC will provide consulting support and may make loan funds available to local communities to support the development and operation of community based adult education and development of programs and services including those directed toward BASEC’s senior citizens.

 

Community Leadership Projects

BASEC is committed to assisting with developing and increasing community leadership capacity to all residents in a variety of ways: training, pass through mini-grants and to be a resource for organizations.

 

 

Youth Development Projects

BASEC will provide consulting support and may make loan funds available to local communities to support the development and operation of community based youth development facilities, programs, and services.

"BASEC will also provide technical assistance for activities such as facilitating community meetings, grant writing and other like support for the purposes of enhancing community development issues."

 

The BASEC communities are

Iroquois, Cavour, Hitchcock, and Yale in Beadle County and

Tulare, Frankfort, and Doland in Spink County
